FREQUENTLY ASKED QUESTIONS

General

  • How long has Compliant Technologies been in business and why was it started?

Compliant Technologies is an SBA-certified, Service-Disabled Veteran-Owned business headquartered in the Lexington, KY, area. Our mission statement is simple: “We exist to benefit society by providing non-lethal alternatives to those who selflessly serve.”

  • Can anyone purchase CD3s?

At this time, our CD3 technology is only available to verified law enforcement agencies, corrections departments, security services, military forces, and EMS at the local, state, and federal levels, as well as vetted hospitals and certain specialized security agencies. It is not available for civilian or public purchase. Please share our information with anyone you know in these fields!

  • What is NPI (Neuro Peripheral Interference)?

Neuro Peripheral Interference, in relation to our CD3 Technology, is best described as the overstimulation and disruption of signals transmitted through the peripheral nervous system. The brain receives an overwhelming amount of communication from the nerves at a rapid pace and with high intensity. This triggers a reflexive response in the brain and body to attempt to retreat from or stop the source of stimulation. Because the effect is so intense, it disrupts normal thought processes and interferes with expected reactions. In most cases, this results in the subject effectively complying or conceding in order to end the effects.

  • Have there been any injuries from CD3s?

Since its introduction in December 2018, there have been no documented injuries resulting from the direct use of CD3 technology. Compliant Technologies’ products are non-lethal and non-injurious, with no current ever entering the subject’s, inmate’s, patient’s, or student’s body, and they leave no burns, marks, or scars. However, as with any use-of-force scenario, physical interactions may carry a risk of injury due to the nature of the situation—not because of the CD3 device.

The G.L.O.V.E.

  • What is The G.L.O.V.E.?

The G.L.O.V.E. stands for Generated Low Output Voltage Emitter and quickly transforms into a CD3 (Conductive Distraction and De-escalation Device). The G.L.O.V.E. enhances the user’s ability to go hands-on, regardless of their defensive tactics skill level. Our products work seamlessly for law enforcement, adult and juvenile corrections, hospital security, EMS, and the military.

The G.L.O.V.E. acts as an “invisible partner” and is highly effective for weapons retention, transition, and reducing weapons confusion. Most agencies place the G.L.O.V.E. within or near their Soft Empty Hand or Mechanical force options. This is why we call our CD3 technology—and our flagship product—the G.L.O.V.E., “The New Protocol in Peacekeeping.”

  • How do you activate The G.L.O.V.E.?

To activate the G.L.O.V.E., press and hold the pressure switch on the wrist for one second. The switch will light up, indicating that the G.L.O.V.E. is active and ready to stimulate. Pressing the switch twice will place the G.L.O.V.E. into Standby Mode, with the switch flashing and no stimulation occurring.

To turn the G.L.O.V.E. off, press and hold the pressure switch for three seconds until the switch light turns off. This three-second shutoff function prevents the device from being accidentally turned off during a hands-on situation.

Keep in mind that each G.L.O.V.E. operates independently and must be activated separately. Additionally, serial number and date/time group event information can be downloaded.

  • Does the G.L.O.V.E. stimulate the individual the whole time I'm touching them? Does The G.L.O.V.E. shut off automatically? How long can the G.L.O.V.E. operate?

Once the G.L.O.V.E. is on and not in Standby Mode, it will stimulate any time an officer grabs an individual’s skin. Because the contacts are in the palm rather than the fingers, officers can still manipulate, cuff, escort, and perform other tasks without causing unintended stimulation. These simple techniques are covered in our instructor course.

The G.L.O.V.E. does not shut off automatically, as an officer may need to engage more than one person or apply it multiple times during an encounter. We want the tool to always remain ready if needed.

The G.L.O.V.E. is powered by a 3.7-volt lithium-ion battery rated for 2,000 recharges. A single charge lasts for months, though we recommend charging at least monthly, or as needed depending on use. On standby, the G.L.O.V.E. can remain active for 12 to 24 hours, and a full charge allows for up to 90 minutes of continuous stimulation.

  • Can I shoot my sidearm with The G.L.O.V.E. on?

Yes—you can shoot with the G.L.O.V.E. on and operational. Many are surprised at how easy it is to shoot, perform immediate action, and reload while the G.L.O.V.E. is active. See our videos on the website for demonstrations. Additionally, you can deploy and use your dart-fired CEWs and change cartridges with the G.L.O.V.E. on. Watch demonstration here.

  • Can I perform other tasks with The G.L.O.V.E. on?

Yes, you can perform tasks with the G.L.O.V.E. that you would normally perform with other full-fingered gloves. These tasks include transitioning to other tools and weapons, retaining tools and weapons in your hands or on your belt or vest, cuffing, conducting pat-downs, using a radio, driving a vehicle, and even riding a horse, motorcycle, or bike.

Keep in mind that the G.L.O.V.E. and its pads are designed primarily for hands-on applications. While our new conductive material is very robust, activities such as riding motorcycles or bikes will increase wear and tear on the material.

  • When should I wear the G.L.O.V.E.s?

It’s simple—anytime you would wear a pair of patrol gloves, you can wear the G.L.O.V.E. And if you don’t normally wear gloves, now you have a reason to wear the G.L.O.V.E.! Most officers keep them in a pouch, on their vest, or in their vehicle’s visor or center console.

Remember, the G.L.O.V.E. functions just like a normal pair of patrol gloves—until you need some extra help. Wearing the G.L.O.V.E. is like having an invisible partner with you, dynamically enhancing your hands-on abilities!

  • Do I need to wear both of The G.L.O.V.E.s or can I just wear one?

You could wear just one if you want to look like Michael Jackson, but the G.L.O.V.E.s are sold in pairs and should be deployed in pairs. If there’s a potential to shoot, you definitely want to wear both, as you don’t want any feedback into your hands when grasping your weapon.

With both G.L.O.V.E.s on, you can defend approximately 210 degrees around your person, including your belt, vest, and any tools in your hands. This applies in corrections as well, during food portals, cell extractions, escorts, and similar scenarios. Threats can come from any direction, and you want to be prepared to handle them.

  • Does the G.L.O.V.E. have the ability to record the events when used?

Yes, it does, and that is covered under the Operations section of the FAQs.

EBR

  • What is an EBR?

An EBR (E-Band Restrictor) is Compliant Technologies’ general term for our patented CD3 remotely controlled devices. All EBRs are lockable, magnetically activated, remotely controlled, emit an audible signal for testing, warning, and activation, and record events.

Our CD3 EBRs are used for inmate transfers, courtroom appearances, medical visits, hospital stays, extraditions, or any movements that may involve unpredictable or violent individuals.

    We offer three products:

    • CT-SFEBA (Single Frequency E-Band) and CT-MFEBA (Multi-Frequency set of 3 E-Bands): These E-Bands are placed on the bicep, lower leg, or ankle.
    • CT-SFEBL (Single Frequency Leg Band): Placed on the thigh.
    • ST-SFEBV (Single Frequency Vest): Placement is self-explanatory.

The CT-EBV is stretchable, adjustable, and comes in two sizes: Fit 1 (S, M, L) and Fit 2 (L, XL, XXL). Each device—or device within a set—includes the device itself, two remote controls, two magnetic activation keys, an arm band, a charging cube, and cords. The remote controls have a range of approximately 150 meters.

Operational & Maintenance

  • Since CD3s only work on skin, what happens when the subject is covered head to toe?

CD3 technology is only effective when in direct contact with the skin. This tradeoff allows us to use much lower current loads, reducing the risk of injury. If a subject is fully covered, the device will not achieve the desired effect, though instances where no skin is accessible are rare.

We train officers on how to access skin quickly in our advanced courses. We also recommend using the G.L.O.V.E. CD3 as a contingency tool—enhancing an officer’s ability to seamlessly transition to other force options while protecting themselves from aggressive or combative individuals.

  • What happens if someone else grabs the subject being stimulated by a CD3?

The remarkable aspect of CD3 technology is the low amount of current required to gain compliance. Because the current does not penetrate the body, much lower loads are needed—the pads on the palms target the skin, the largest and most conductive organ in the body, completing the circuit with the pads on the G.L.O.V.E. palms.

Since current travels along the path of least resistance, the electrical stimulation occurs only on the surface of the skin between the two pads. This elegant yet simple application allows officers to grab a subject without fear of feedback and provides a much safer experience for the individual being stimulated.

In our opinion, Compliant Technologies’ CD3 technology is the safest, most humane, common-sense, de-escalatory technology ever introduced into public service.

  • How does CD3 technology work?

CD3 stands for Conductive Distraction and De-escalation Device. CD3s are not weapons—they deliver small, non-injurious electrical pulses directly to the surface of the skin, the body’s largest and most conductive organ, achieving NPI (Neuro Peripheral Interference).

  • Why doesn’t the G.L.O.V.E.’s current penetrate clothing, hair, metal, or fur?

The simple answer is that the G.L.O.V.E.s do not produce a high enough current to penetrate clothing, hair, or metal. This gives officers a significant advantage, as they can still grab, pat down, and escort subjects with the G.L.O.V.E.s on and operational.

  • How long does the charge last on CD3 technology?

The charge on Compliant Technologies devices lasts for months, and we recommend charging the battery at least once a month to ensure consistent operation. The 3.7-volt lithium-ion battery is capable of up to 2,000 recharges. Standby times for our G.L.O.V.E.s and EBRs are approximately 24 hours.

  • What happens if a CD3 gets wet?

CD3 devices are water-resistant and can withstand exposure to rain, splashing, or wet environments—such as during a shower scenario or when handling someone near spraying water. However, they are not designed to be submerged or fully saturated. If the device becomes heavily soaked, it should be thoroughly dried before further use.

We require the use of our MITEK products and Glove Stix for proper care and to maintain the warranty.

  • How do you clean CD3 gear?

CD3 devices should not be washed in water or placed in any type of washing machine. We require the use of our Glove Stix, cleaning wipes, and compounds from our MITEK division, specifically the My-ShieldⓇ product line. These products are safe for both the interior and exterior of the devices and will not degrade the materials.

This is the most effective method for keeping your CD3 devices clean and properly maintained. Please see the user manual for more information.

  • How do CD3s affect people with pacemakers, AFib, PVCs, tachycardia or other health conditions?

CD3 devices do not affect individuals with pacemakers, AFib, PVCs, tachycardia, or other heart-related conditions differently than individuals without such conditions. The technology is non-lethal and non-injurious, with no electrical current or impact that would interfere with medical devices or cardiac function.

Training

  • What is the training for CD3 technology?

Compliant Technologies currently offers three levels of training, with two-year recertification cycles for participating agencies: User, Instructor, and Agency Master Instructor (AMI). When a Compliant Technologies dealer or representative conducts training, it is always in a “Train the Trainer” format.

Instructor training ranges from one to three days, depending on the program. We recommend that agencies take advantage of our Agency Master Instructor (AMI) program, as AMIs can qualify and recertify Instructors and Users within their agency, saving both time and money. AMIs are required to complete the full AMI course every two years.

  • What are the warranty options?

Compliant Technologies’ CD3 products come with a one-year warranty covering normal wear and tear. Additional second- and third-year warranties are available. Compliant Technologies does not warrant products that have been abused or misused and does not replace lost or stolen products or accessories.
